Cannot add/delete/move pages under a folder when given increased security permissions.

It is expected that when a user is given "Manager" access to a folder, that they should be able to delete/move/create pages under that one area.

What actually happens is if you have a user with a "Reader" role, then on a specific page, you give them "Manager" access, the user will not be able to add/delete/move pages under that folder.

    In order to have permissions apply to child pages (that already exist), you must either manually set the permission on each page, or click the Propagate Security to Children button on the parent folder. Once the parent has the permissions set, then each new page created under that folder will inherit the same permissions.

    That was done, but the ability to add/delete/move pages under that page is greyed out for the user:

    Even though the user is given a "manager" role to the folder/page, they cannot manage pages underneath that folder/page.
